Id rather race somebody uphill than risk my life going for that downhill KOM. I run 52/36 now, (with 11-28 on the rear) but used to have 53/39 on my previous bike. The 52/36 is the better allrounder. The only time I run out of gears are on steep descents. In that case, 53/39 would be only fractionally better.
Dependson your setup and current chain. Its not a 1:1 rule all the time. I.e. my sora system has a 3x option with a 30-32 as lower option, and shimano says its the limit for the derailleur, but since i have a 2z with a 34 front i can go by witha 11-34 in the back with no issues. Its more a try and see system than a rule.

Currentlybig-big (36-30) looks like this: Yeah probably gonna need to be a bit longer your rear mech looks stretched enough that the extra teeth will be to much. I would buy a new chain. You'd be surprised how few chains need to be lenghtened going from a 32 to a 34, but 30 to 34 is a big gap, likely gonna need 2 or so extra links.

I recently went from 50/34 w/ an 11/26 cassette to 52/36 w/ an 11/32 cassette. I found the 52 helping with downhills, but hurting me on flatter areas.
Mostbikes built in the last few years have between 8 and 11 cogs in the cassette. The largest cogs are closest to the wheel and the gears are numbered from the inside out. That means the outer ring has 50 teeth and the inner ring has 34 teeth. The rear cassette is 11 speed 11-32. This means there are 11 cogs ranging from 11 teeth up
